Louise Hartley joined 3PB in October 2024 after five years as Head of Legal at Sport England. She began her career at the criminal Bar before moving in-house to the Nursing and Midwifery Council. Louise now specialises in professional discipline and regulation, with particular expertise in disciplinary and safeguarding matters within the sporting sector.

The Rt Hon Lord Lord Justice Dingemans

Lord Justice Dingemans was called to the Bar (Inner Temple) in 1987 and took Silk in 2002. His main practice areas were commercial (litigation and arbitrations); personal injury; appellate work, including in the Privy Council. He was appointed as a Recorder in 2002, authorised to hear cases under section 9(1) of the Senior Courts Act 1981 in the King’s Bench division in 2010 and a High Court Judge in 2013. He was a Presiding Judge on the Western Circuit between 2015 and 2018 and was elevated to the Court of Appeal in 2019. He served as Vice President of the King’s Bench Division between 2020 and 2025, and as lead judge for international relations for the judiciary between 2021 and 2025. He was sworn in as the Senior President of Tribunals in October 2025.

Sam Mercer

Sam is Head of Diversity & Inclusion and CSR at the Bar Council. She leads on the design and delivery of EDI support for the profession. This includes E&D training and good practice guidance, as well as the provision of direct advice and support to chambers and individuals. Sam has been responsible for high-profile programmes, including Baroness Harman’s Review into Bullying and Harassment at the Bar, and the Bar’s use of Talk to Spot; work on addressing earnings gaps based on sex and race; Wellbeing at the Bar; and she co-authored Bar Council’s Race Reports (2021 and 2024).

Steve is a public lawyer with particular expertise in health, education and social care and disability and children’s rights cases. He is a discrimination specialist and has acted in many of the leading public law discrimination cases. Tracy Ayling KC

Reader Elect 2026

Tracy Ayling KC is a practising barrister, whose chambers are at 2 BR Chancery Lane. Tracy was called to the Bar by Inner Temple in 1983 and was elected as a Bencher in 2011. She took silk in 2006. Tracy practises in crime, both prosecuting and defending in some of the highest profile cases. Her involvement with the Inn after Call started with advocacy training, becoming a Teacher Trainer in 2008, and Chair of the Advocacy Training Committee in 2015. Tracy continues to teach advocacy to pupils and new practitioners both at home and internationally, including in Sierra Leone, Romania and the USA. She has served on both the Executive Committee and the Treasurer Nomination Committee. She was the Inn’s representative on the COIC Tribunal Appointments Board and is a Trustee of the Temple Music Trust and of the Temple Church. From 2019 she was the Chair of Education for the Criminal Bar Association and regularly lectures on matters in relation to Vulnerable witnesses. She is also the author of the chapter on disclosure in Vulnerable People and the Criminal Justice System (Cooper and Norton, ed., OUP), the leading book on the participation of vulnerable witnesses and defendants in the criminal justice system.

Faye is the Engagement Manager at Advocate, the Bar’s pro bono charity. She focuses on increasing volunteer involvement across the Bar and encouraging more barristers to take on pro bono work. Faye leads on key projects including The Pro Bono Framework and plays a central role in the coordination and delivery of Advocate’s involvement in Pro Bono Week.

Rebecca Wilkie

Chief Executive of Advocate

Rebecca is Chief Executive of Advocate, the Bar’s pro bono charity, and has worked in access to justice for over 20 years. She began her career as a solicitor at Hogan Lovells before joining LawWorks, where she led a project establishing free legal advice sessions in low-income communities. She later became Programme Director of the Litigant in Person Support Strategy at the Access to Justice Foundation, coordinating national efforts to support unrepresented individuals.

Rebecca is an Honorary Bencher of Middle Temple and has held a range of trustee and non-executive roles, including with the Money Advice Trust, Advice Services Alliance, and Blackfriars Settlement. She is currently an adviser to the HMCTS Reform Programme.

Chair of Professional Negligence Bar Association in 2007 and2008, and the chairman of the Conduct Committee of the Bar Standards Board from 2008-2011. In April 2011, Carr was appointed Disciplinary Commissioner in proceedings before the International Criminal Court. She was a member of the board of the Judicial College 2014-2018, and served as a member of the Investigatory Powers Tribunal 2014-2016. She is the first woman to serve as the head of the judiciary of England and Wales since the inception of the office of Lord Chief Justice in the 13th century.

Sir Robert Francis was called to the Bar at The Inner Temple in 1973. He took silk 1992 and was elected a Barrister Governing Bencher in 2002. He chaired the Education and Training Committee from 2009 to 2013 and was on the Executive Committee during the same period. Throughout his Chairmanship of the Committee he was firm in his support for the Inn’s activities including outreach work, student engagement and advocacy training. He played a small part in the early stages of Project Pegasus. He has practised at Serjeants’ Inn Chambers since the start of his career. It was known as Carpmael Buildings when he joined as a pupil in 1973, later becoming Three Serjeants’ Inn. Sir Robert has had a distinguished career in medical law and played a leading role at the forefront of its development. He chaired two Mid Staffordshire NHS Foundation Trust Inquiries and the NHS Freedom to Speak Up Review. Master Francis was knighted in 2014 for services to healthcare and patients.

Her Honour Deborah Taylor

Her Honour Deborah Taylor was Recorder of Westminster and Resident Judge at Southwark Crown Court 2017-2022. She also sits in the Court of Appeal Criminal Division and in the High Court Queen’s Bench Division and Administrative Court. She was a Judicial Appointments Commissioner from 2011-2013.

Deborah read Jurisprudence at Somerville College, Oxford. She went on to be called to the Bar by the Inner Temple in 1983. She was elected as a Judicial Governing Bencher in 2009.

She has been involved in the governance of the Inn for a number of years. Appointed to the Scholarships Committee 2010 (Vice-Chair 2012 and Chair 2013); Education & Training Committee in 2011; Executive Committee in 2013; Inner Temple representative on the Temple Women’s Forum 2013-2021 (Co-Convenor 2016); Reader Elect 2019; Reader 2020 and 2021.
